Even if a U.S. citizen is experiencing homelessness, meaning they have no permanent address, they can register to vote in all 50 states. According to the Virginia Voter Registration Application, “You must provide a street address or a description of where you live as a residence address.“
The 2024 voter registration deadline is Tuesday, Oct. 15. Voters have the option of registering online, in person, or by postal mail. They can also download the National Voter Registration Form (PDF) in English and other languages.
The U.S. Vote Foundation recommends that persons experiencing homelessness list a shelter address as their “voting residence address" when registering to vote. That way, they can get mail. However, homeless registrants may designate “a specific street corner, park, or other public place as their residence.”
